回美证(AP)有没有可能在 I-130批准之前就下来?

美国公民帮父母申请绿卡，130 485都递交了，同时也申请了回美证 （advance parole)    现在父母有事想回中国，这回美证有没有可能在 i-130批准之前就下来？ 

 

如果答案是否定的， 那我觉得这个回乡证有点redundant，既然公民申请父母是130后面马上就能拿绿卡，回美证又不可能在130批之前给你，那申请回美证还有啥用呀？
