-Yes. The non-ciminal record should cover the entire time of their living in China to the date they immigrated to Canada. 

还是要等到130批了以后，交移民申请时再准备。假设他们这段时间不会回国。

另外如果他们在美国境内申请的话，就不需要无犯罪记录公证了是吗？

-Correct.
