Thank you so much for the quick reply. I have one more question before talking to a lawyer. I know the second I-290B was denied due to the payment cancellation. Could you please tell me whether I need to file an I-290B based on this factor? I think you know better than the lawyers. 

-You may contact USCIS to see whether your first I-290B is still pending. If yes, you do not need to file another new one and just wait for the I-290B result. It is useless for you to file a new I-290B when you have a pending I-290B.
