上I-130有12 steps. I-824也要I-864吗，可以直接提交DS-260吗？谢谢！

-Yes if the I-824 is related to I-130 case. You need to file DS 260 and submit I-864 with the support documents at the same time. NVC will send you the list of the required documents.
