看移民法，它的规定是党员党籍终结必须在递交申请的两年或者五年。我的理解是美国的申请人递交I30表前的两年或者五年必须终结党籍， 而不是受益人前往领馆面试前的两年或者五年终结党籍。
如果是兄弟姐妹移民，一般要等13-14年，也就是说，受益人必须在15-16年前就得退党。
-It should be counted from the date the beneficairy submits the immigrant visa application form (DS 260) outside US or I-485 within US. Of course, the earlier, the better. Because Chinese Communist Party is the Party in power, the beneficairy had better quit the Party at least five years before he/she submits DS 260 or I-485 so that the Party membership history will not affect the immigration.
