本人TN已在美国工作超过10年，在移民局网站查符合EB-2 ， 硕士+ 10年工作经验 +永久职位， 想让雇主file I-140。 我的问题是
我目前这种情况，雇主只需file I-140 还是 必须提供Labor certification (ETA Form 9089) 一起. 几年前提过，雇主不愿意file 9089。
-Your employer must file ETA Form 9089 to DOL (i.e., PERM Labor certification process) and get it approved. Then, your employer can file I-140.
第二个问题是I-140 filing fee, 可以自付费用还是必须雇主付？
