我哥哥现在美国，非移民签证。我想给他办理亲属移民，这种情况他在美国，或者回中国，哪种情况更好？

-No difference. Up to you. He needs to return to China to apply for the immigrant visa unless he can keep his legal status for more than 12 years in US. 

另外，可以给我嫂子一起办吗？还是需要先给我哥哥办，他拿到后再办理夫妻移民？

-You only can file one I-130 for your brother. When the priority date is current, his family members (i.e., wife and kids) can apply for the immigrant visa with him as his derivatives.

现在兄妹移民这种大概排期需要几年？

-About 12 to 13 years.
