Is his H-1B cap exempt?

-Yes. From his description, his friend is working at a school and also new position is tenure track that means it is also at a new school, so the H-1B is cap exempt.

Otherwise, if selected and approved, his starting date will be on Oct 1. The employer wants to keep him until June 1.
