回美证问题请教8 老师

8 老师，我的回美证2月19号到期，所以我在到期前 一天到美国就可以了，对吗？

返美之后打算立刻申请第二次返美证， 想尝试用机票紧张和不定期，工作需要为理由申请加急，可能希望也不大。 如果加急没批，是不是按正常程序批准打手印时间？ 还是又要重新申请一次？
