You can file a new I-131 application for a new reentery permit in advance up to 60 days before your current reentry permit expires, but you need to return the current valid reentry permit with your new I-131 filing to USCIS. If you file I-131 after the current reentry permit expires, you do not need to return the expired reentry permit with I-131 filing.
