Declaration of No Income就是在Part11AdditionalInformation那里说明是零收入吗？

非常感谢大家的回答。 不知道Declaration of No Income是有什么格式或者表格吗？我目前就是在I864form Part 11 additional Information 那里备注关于税表那一项，说明母亲是零收入，没有达到IRS报税的要求，所以没有file federal tax return。请问是这样操作吗？
