新配额要3月8日才可以开始 start date, but can 申请 earlier, as soon as USCIS announces to receive new capped H1B petition again (should be in Jan, if not sooner)
Right now, USCIS still does not accept new capped petitions. Once they accept again for FY2005 number, you can use premium service and get approved before starting date of March 8.
