If they reject your application, they will return your materials and the payment, then you can re-file it after you get your brother's birth certificate.

这样能有个早点的priority date。补出生公证能主动补吧，这样是否不会延长处理时间。

如果等他办了出生证公证以后再提交I-130的话，估计要等2个月。这个方法比较保险吗？
