请教8老师， 给姐姐申请移民

1. 我姐姐在2015年收到national visa center的信， 说她eligible for the visa, priority date is 2010/10 月。 我理解我们现在就是等priority date 到了， 就可以去广州领事馆申请移民签证， 对吗？

-Yes.

 目前的 F4 visa bulletin date is 03/22/2007,  也就是我们还有大概3年多能排到， 是这个意思吗？

-Yes.

2. 现在有个问题， 是我因为自己家庭原因，可能要回国定居了， 那么3年后， 如果我本人不在美国， 那么我姐姐也来不了美国了， 因为是我sponsor我姐姐的， 是这个意思吗？ 

-Correct unless you return to live in US permanently before your sister applies for the immigrant visa or convince the visa officer that you will return to live in US permanently when your sister gets the visa.
