请教8老师，question regarding port-of-entry:

For people from China with immigrant visa,  is the port-of-entry pre-specified, or assigned by NVC/ US Consulate in Guangzhou, or they can choose any port-of-entry, such as NY, LA, etc.?

On her (petitioner) I-797 (I-824 approval notice):

Notice Type: Approval Notice
Class: IB6 
Section: I am requesting that a U.S. Consulate be notified
Consulate: GUANGZHOU
POE: NEW YORK, NY

The petitioner was entred from New York. Thus the POE may just indicats her POE, not for beneficiary. Correct?
