请教8老师和这儿的专家，朋友 re-entry permit 九月初马上到期，怎么renew? 他人在国内，

刚搜了一下，好像人一定要在美国才能申请。现在这个疫情，马上过来也不太现实，如果 re-entry permit 过期了，还能凭绿卡进来吗？多谢了！
