Your I-130 is not related to the child (your nephew). So, he is not considered to have immigrant intent at present and of course, he can continue to study in US and travel to China as usual. When your I-130 priority date is current, the child can apply for the immigrant visa in China together with his parent (i.e. the I-130 primary beneficiary) if his CSPA age is less than 21 at that time; or he can file I-485 to get the green card within US after his parent (primary beneficiary) enters US using the immigrant visa.
