我在2013年申请我弟弟的时候, 刚收到 新的 I-797 notice. 我弟弟还要等多久才可以签证? Thanks.

-Probbaly it still takes about 4 years. You can check Visa Bulletin at this website each month after about 4 years later to see whether the I-130 priority date is current:
