为什么加入共党等。She does not want to contradict what she said at the interview with the reasons for the motion. As you mentioned, the motion will be reviewed by the same uscis office. Re-filing is a good option but I would wait 5 years after her last K1 admission.  No matter what she is going to do, she needs a good immigration lawyer to assist her.
