Go to the local DMV or Public Safety Office where the driver license is issued to get a copy of your driver record. If your traffic ticket is stil in the record, then report it in N-400. If nothing there, then don't need to report it (i.e. say "No" to the question in N-400) because it is not arrest and not crime, but violation only. This kind of traffic ticket record would be removed from your driver record after a few years variing from state to state (in my state, this record is only kept in the system for 3 years).
