请问国务院拒发工作签证给护士是真的吗

It is a too bad news for me.I am going to apply my nurse green card next year.If i hand on 140 and 485 DEC this year.还来得及吗?Can somebody tell me if i am eligible to apply the H1C?I have the associate degree in China and have 8 years nursing experiences.holding the USA nursing license.胜算多大，i appreciate your respond.
