-I would say, yes. Also, because the child has filed DS 260, that means his CSPA age has been frozen. Thus, he should have no age-out problem.

可以同时申请F1吗？因为移民签证面试不知道是什么时候。可能赶不上秋季开学。

-Probably it will be denied due to immigrant intent. If he wants to apply for F-1 visa, he needs to tell the truth during the F1 visa application and interview (i.e. he has filed DS 260 for immigrant visa). Otherwise, he will have big trouble.
