孩子准备去美国以外读大学，绿卡非公民。

她14岁应该换绿卡的，我们原来不知道，刚把申请交上去，拿到了797，还没有打手印。现在可以同时递I-131申请吗？

-Yes. Provide the copy of the green card (both sides) and the copy of the I-90 Receipt Notice with the I-131 application.

网上查了reentry permit办理时间不短。如果九月初开学以前还没办下来，孩子可以先出境读书吗？

-Yes. She can leave US after conducting the biometrics for the reentry permit application.
