1. Correct. Normally, one doesnot need to file Federal tax befor becoming permanent resident (green card) if he/she doesn't have normal work income in US.

2. One needs SSN or ITIN (if he/she cannot have a SSN) to file tax return.

3. Dependents are required to have SSN or ITIN
