Just take out their priviledges.

Thousands of people who are more talented and educated cannot get GC fast. while these nurses take advantage of the shortage to get GC. Now good days for foreign nurses are over. There priviledges are taken back!

If you call it a 怪圈, then it already exist for other professions for many years!
