谢谢8老师！我还想进一步问一下，现在的问题是帮助办移民的哥哥不肯提供任何经济担保，但是可以找到别人做经济担保，我想问的是哥哥不做经济担保，只是另外的人做经济担保可不可以

-No. The elder brother is the sponsor, so he needs to file I-864 even if he has no income at all. The other person only can be the joint sponsor.
