2015年申请的兄弟移民， 今年10月初收到I-130 的Approval notice

10月底收到NVC的欢迎信，说案件会传到美国驻中国领馆，而且按照要求到网站缴费，但是没有选项可以缴费。-Check this link carefully for each step of processing:

请问8老师：

1. 这说明我哥哥的排期到了吗？-Check the Visa Bulletin

2. NVC欢迎信提到的都是在广州领事馆面谈，

我哥哥和家人在美国持有合法签证，他们不打算在国内领事馆面谈，

这种情况需要我们和移民局联系还是怎么操作？-If the prority date is current for their I-485 filing, then they just file I-485 in US, and reply to NVC that they will file I-485 in US and ask NVC to stop processing the case there.

It seems they cannot file I-485 now because your I-130 was filed in 2015, not before Sept. 15, 2007.

 If they cannot file I-485 before their I-94 expires, they need to leave US to apply for the immigrant visa in China. Thus, you need to provide the documents and fees to NVC for the processing.
