父母持有绿卡，2020年1月底回中国过春节，因疫情和个人身体原因，目前一直停留在国内。在美国时候用Medicaid 白卡做为医疗保险，同时他们也有Medicare红蓝卡。最近刚听朋友说，2020年2月24日后使用Medicaid的绿卡持有者 算public charge，对于public charge 在入境美国的时候会trigger inadmission,

-Have your parents become the green card holders for at least five years when they got the medicaid and Medicare? If yes, they don't have the public charge problem as long as they met the requirements for these benefits.

想请教以下问题：

2. 父母现在已经超过 180天没回美国 了， 如果在一年内回美国，因为这个新的public charge , 他们还可能回美国 ？

-It should be fine to your parents if they got the green card at least five years ago.

如果不 能是指在中国就不让出境 还是到美国海关后不让入境，直接把人送回国 ？

3. 我记得在这个新规定出来以前，超过180天但在1年内回美，问题 是不大的，对？-Yes, just explain why they cannot return to US within 180 days (e.g.  due to Covid 19)

4. 另一个极端情况，如果超过1年，还有可能回美 ？ -That may make them trouble. Technically, they need to apply fro the SB-1 visa which takes a long time. But some people still just come back as usual without SB-1 visa, and some IO may not so strict due to Covid 19, depends on how lucky you are if you do not get SB-1 visa.
