请问1.您我为父母申请移民，I130已被批准。想让我配偶做co-sponsor. 但是他不是co petitioner 可以吗？

-Your spouse is not a co-sponsor and not a co-petitioner, but it is your household member. He needs to file I-864A (equal to the contract) to agree you to use his income to support your parents 

2. 在NVC的网上有两个费用，是应该一起交了，还是等financial sponsor 的材料批准了才交第二项签证申请费用？ 谢谢您了！

-You need to wait for NVC to contact you and send you the invoice to pay the fee.
