-Was 公民纸 required by the RFE from USCIS or did you request USCIS to upgrade your I-130 from F2A to the immediate relative of US citizens when you sent the materials to USCIS in Feb.? If yesm you don't need to do anything, and just wait for the I-130 approval and then, wait for NVC to contact you.
