-Not need because I-944 is your mom's.  But Your kids need to be counted into your household size in I-864 if your spouse has enough income for herself living.

2）如果只用864，不用 864A, 那意味么我一个人就可以sponser (事实也是这样） 但是您的意思是可以放 joint tax report?

-Provide the copy of joint tax return, but you only can put your personal income in I-864 and provide the copy of your personal W2. 

有没有规定放 joint tax 就必须配偶填 864A? -No.
