请教热心的8老师和其他热心人关于父母移民I 130的经济担保问题

请教8老师，

1.如果我想2019年12月底或者转年1月初帮父母提交境外移民申请I130，那么需要等到2020年4月份报完2019的税吗？

2. I 130和 I 864需要同时递交吗？
