拿到绿卡后如果都有报税就填NO，反之YES

拿到绿卡后如果都有报税, 或者你没有工作不需要报税，填NO。
拿到绿卡后如果你需要报税而曾经没有报税（failed to file tax returns），填YES。移民面谈官员将会要求你作出解释。
