再次请教8老师 before or after 10/15 （public charge rule）

-She needs to provide all of the required documents at the same time. There is not difference whether she applies for the green card before or after Oct. 15.

多谢！我以为如果申请材料邮寄出去， postmark在10/15之前，就按老政策； 否则按新政策办。 这个理解是错误的吗？
