The USCIS RFE asked you to submit the copy of your tax return and W2 of 2018. If you used your spouse's income to support your mother, your spouse also needs to file I-864A and submit the tax return and W2 of 2018. So, just provide what the USCIS RFE asked for even if you submitted these documents before. Don't forget to enclose the USCIS RFE Notice with your response amd send it back to USCIS as required.
