我太太在上学时入党，可是出国十多年没缴过党费， 没参加任何活动，应该算是退党了，可也没办过任何受续。是选No吗？因为问的是Are you, 不是have you ever been..
=I don't know the Chinese Communist part Regulation, so I don't know whether your spouse is a Party member now. Even if she say "No", probably the VO in the US Consulate will ask whether she joined the Communist Party before. So, she had better prepare for explanation why she joined the Party (e.g. employment, promotion), what Party's activities she participated (e.g. routine Party group activities, meetings), when she quitted the Party (if possible, get a proof letter from the Party group leader, secretary, or a member about her leaving the Party).
