我先生走的EB2, priority date 是2016年7月15号，按照移民局公布的五月份排期，filing date 已经是到了Sep 2016, 但是final action date 还在May 2016, 还差两个月，请问是不是现在就可以提交身份转换申请？还是要等到Final action date 排期到了才可以？

-For Employment-Based Preference Filings:
You must use the Final Action Dates chart in the Department of State Visa Bulletin for May 2019.

Check this link each month to see whether I-485 filing is based on A-Form or B-Form in the month:
