-Yes. You are not required by law to file tax return because you do not have income or the income is not enough for tax return filing.
我是想着要是反正也没希望了，我就接受volunteer算了，反正也绿卡没希望了。还是说我现在接受了volunteer, 后面也不能转H1b了？
-You had better not accept the volunteer you mentioned before you get the EAD or change your status to H1B because it is violation of the immigrant status rule. You only can do volunteer which is not considered as employment such as help patients in a hospital, community services, charity, etc.
