请教8老师 DS260最后交的时候应该谁签字和代理人问题

谢谢老师耐心解疑。最后一个关于DS260的问题。online的表是我帮我妈填的，那最后sign and submit是要签我妈的名字嘛？

您有提到说指定我是他们的代理人，我在网上其他介绍里也有看到填什么DS261表指定代理人，可是我在那个ceac.state.gov/iv网页上没有看到啊。请指点 where is the designation resides?
