帮一个外国友人问的，TA是英国人， 居住在委内瑞拉，在填表时填了委内瑞拉。现在委内瑞拉不提供豁免证明。有事么办法可以更改DS-2019？ 可以用英国的豁免证明申请吗？谢谢
-If he is not a permanent resident or citizen of 委内瑞拉, possibly it may work to get the letter from British Government. Just try to see what happen.
