1. 等她到12岁时申请初中国际学生，与我们共同生活2年后再办理领养手续。

2。以旅游签证的方式来美后身份黑下来，2年后再办理领养手续。

8老师还有别的办法吗？希望越早办理越好。

-You must adopt the child before she turns 16 years old. The procedure for a US citizen to adopt a child from China is somewhat complicate, so you had better consult or hire an immigration lawyer. I am not familiar with this issue very well.
