我的一个朋友几年前绿卡转公民最后一步时放弃了，海归至今。他最近一次是今年春天入境美国，来参加一个学术会议。现在他想回美国生活、工作，同时把国内出生并从未来过美国的小孩带过来。我想帮他问一下：
1，转公民暂时不可能，因为得重新计算?5年时间了，所以想着给孩子办F2A。那他需要三年的报税表，他在国内这些年没给美国政府报过税，现在补交可以吗？会不会影响F2A申请？
-He needs to pay all of the tax during his stay in China, not just the latest three years. He needs to contact IRS to see how to pay the tax plus interest and fine (if any). Otherwise, His green card might be revoked.
2，孩子13岁，除了F2A，是不是没有其它办法能尽快让孩子来美国?-If the child does not immigrate, may try F-1 visa to study in a private school.
3，这种案件需要请律师吗？-May not need.
