请教8老师 国内朋友的朋友小孩还没出生但父母不想要了。我和老公（都有绿卡多年，已经可以申请公民）想领养但无法回国住两年。最优方案是1）先以绿卡办海外领养 再转公民时办130， 还是 2）先转公民，然后走 Hague adoption (能指定我已经看中的小孩吗）？ 多谢指教
