-It is still from China if he apply for J-1 waiver through “No objection” statement from visitor’s home country", but the Chinese Embassy/Consulate will not process it for him.

还有别的办法吗？
-If he is working in a program which is financially support from a US Government Agency, then he may seek J-1 waiver through "Request from an Interested U.S. Government Agency (IGA Waiver)".
