请教：父母485 党员REF

请教8老师：父母的485申请的时候，填了是党员，已经付上单独的信解释退休以后未交党费5年以上。但还是收到REF，要求"submit documents that show that you are no longer a member of the communist party"

希望能指教这个怎么address？感谢！
