请教8老师！

尊敬的8老师又要麻烦请教您了！

我父亲（公民）担保我移民，他当年是我哥哥担保的， 当时已经退休了，

现在我的case到了就要递交financial support and civil documents，我父亲没有报过税，

他肯定要fileI-864表，那他还需要write and sign a statement indicating why you did not file taxes吗

如果要写，是中文，还要公证吗？
