This name change from Lu to Lyu is mandated by Chinese passport agency and this is a change of English last name instead of Chinese last name, does this belong to administration by China name change agency?
-If so, he needs to explain it by writing when filing immigrant application that it is just in different translation version with the same name, in case USCIS or the US Consulate feel confused.
