以前说过我现在第二次重新办perm， 140 和485. 现在准备交140。 律师在问我要不要premium processing 140. 我说不用，因为我不需要等140批准才可以交485. 律师说是不用等，但如果我要extend H1B，就需要。
我不太明白了，难道我第一次批准了的140 不能保证我可以继续extend h1b了吗？
