-He can apply for the immigrant visa in Canada. Contact USCIS and NVC about the address/location change. Also, fill the address in Canada in DS 260 application for immigrant visa.
3. 他可能最近不能办理移民签证，有什么时间限制吗？他已经收到NVC的邮件了，要通知NVC吗？如果以后要办理要怎样跟移民局联系？
-He has to apply for the immigrant visa within one year, otherwise NVC will close his case, and thus his I-140 will be void.
4. 他是不是也可以申请E2签证呀？然后在美国境内交485？
-Yes.
