What you need to do is just notify them your change of address, file the Ar-11 and call them. It's up to CIS to decide whether to transfer, you don't need to volunteer to transfer b/c it will cause delay. Dont' use your friend's address. It's also true that if you file state tax return, you are considered resident of that state.
